  1. In a large paella pan or wide skillet, heat the olive oil over medium heat. Add the chopped onion and sliced bell peppers, and sauté until softened.

  2. Add the minced garlic and sauté for another minute until fragrant.

  3. Add the Arborio rice to the pan and stir to coat it with the oil and vegetables.

  4. Pour in the white wine and stir until it is absorbed by the rice.

  5. In a separate saucepan, heat the chicken broth until simmering. Dissolve the saffron threads in a small amount of hot broth, then add it to the pan along with the remaining broth.

  6. Sprinkle the smoked paprika over the rice and give it a good stir.

  7. Arrange the chicken pieces, shrimp, and mussels on top of the rice. Press them slightly into the rice to ensure even cooking.

  8. Reduce the heat to low, cover the pan with a lid, and let the paella simmer for about 20-25 minutes, or until the rice is cooked and the liquid is absorbed.

  9. In the last few minutes of cooking, scatter the frozen peas over the paella and cover to heat them through.

  10. Once the rice is cooked and the seafood is fully cooked and opened, remove the pan from heat and let it rest for a few minutes.

  11. Garnish with chopped fresh parsley and serve the paella with lemon wedges on the side.
